Hon Dulcie Elaine Tei served as an elected People’s Representative in the Legislative Assembly of Tonga from 2022 to 2025. She entered Parliament after winning the Tongatapu 7 by-election held on 3 November 2022, succeeding her husband, who was removed from office due to corruption allegations.

She is married to the former Deputy Prime Minister Poasi Tei. With a strong faith as a Christian, Tei sees her role in parliament as a calling from above, especially to advocate for women’s issues. She completed her primary education in Ngele’ia and Tatakamotonga, followed by secondary schooling at Tonga High School. Her academic journey led her to earn a Bachelor’s degree in Education from the University of the South Pacific. Before entering politics, she worked as a teacher under the Ministry of Education and Training until her retirement in 2009.
